I have a horsea and i am trying to git a kingdra i can go anywhere but where is the best place to train my horsea till it evoles into seadra and then i can trade it well it is holding dragon scale so i will git kingdra and wat is the best level to evolve it into kingdra and wat r the best moves

Its not the kings rock, but a dragon scale (Mt. Mortar).
The later in the game, the higher the levl, the more EXP. |
