topic for this but here I go:
Is there ANY WAY possible to get a Jynx WITHOUT hatching from a Smoochum and trading with the guy in Cerulean?

No. In fact, you MUST trade a Poliwhirl (in Cerulean), because (in LGFR/RSE) you can't get a Smoochum except through breeding. Once you've got the Jynx you traded for, of course, you can breed for as many Smoochums as you want, and then level them up until they evolve into Jynx.

Can't do it. I'm not really sure why that's a problem, though. Assuming you're planning on using this Jynx in a team, leveling the Smoochum up to Level 30 to evolve it into Jynx should be easy.
