yes there can be. Fish using any rod in a square 4-6 times. This pretty much ensures weather or not he is there. took my like 7ish hours of combing the zone he is in. I say make a grid for yourself and systematically go from square to square. Hell show up eventually and be ready with dozens of ultra balls to catch him too because remember. Not every nature wants to evolve into Milotic. and it is worth it to go through all this. good luck^^

Yep, there is definitely other pokemon. I think I fished three or four times in each square, good thing I did or I wouldn't have found a feebas (it appeared the last time I fished on that particular square). Thankfully sapphire/ruby/emerald are the easiest game to catch feebas in (in my opinion anyway), mainly because there aren't a bunch of obstacles to make things confusing. It is definitely easier to do it in a methodical way, so that you know where you've already been. Despite all this it still took me around two hours for that particular trip, but if you catch a male and female feebas (for breeding the right nature or just in case you want more of them if you accidentally erase their spot) it is definitely worth it.
If it all works out well you should have a soon.

Fish 3-4 times at least, IIRC it's a 50% chance to find Feebas, so fishing 3-4 times should let you find 1 (unless you're unlucky)

Feebas is very hard to find, I have all 3 games r/s/e and have only found a feebas on one of them so make sure you don't change the saying or it changes the location, which makes it even harder to find, in my opinion!

You should have read the Feebas Guide here: http://www.psypokes.com/rs/feebas.php
The guide would have told you that Feebas only appears about 60 to 80% of the time in these 6 tiles, so it is advisable to fish multiple times in each tile.

My friend caught one in the second tile, the first try. It comes down to luck, like most other things in this game. I have tryed for hours fishing in each square atleast 5 times on numerous occasions with no luck at all. Grrrrr! That is frustrating.
