Back in the day, I loved Blaine. "Riddle Me This" is to this day the only Anime episode I enjoy. And, given the lack of an Ice Gym, I'll give it to Blaine.

Maybe because Misty is/was the dullest, most stale main character on the show and served little purpose after they went to Johto?

And with one of regular Gym Leaders of the anime out of the way, I vote for the other one by default. Besides the fact that Brock is just awesome anyway, the other five Gym Leaders got about two lines worth of development each and I don't care for Giovanni at all. Seriously, what's so great about Blaine or Lt. Surge? We know NOTHING about them.
