It isn't a contest to rescue people, just whoever gets it gets it, I didn't try to make this like a sporting event or something.

and with a rescue force, wouldn't that just make the it worse?

Well the whole rescue force thing would make things sound more "official". Not to mention, having a good reputation as a rescue force can get more people saved because they know you're good at it, so people might not exactly be sure if the people in the topic would be able to succesfuly rescue them. Example: I'm advertising that I have a Level 90+ pokemon, so people would know that I could help (not only as an example, I really dd that to make sure). So everyone being a rescue force seems more "official" and also can get more people rescued in the long run possibly
