I was wondering if a pokemon could learn Perish song AND a blocking move like mean look or block ?
Then clone a lot of ethers, so you will be invicible *bwahahaha*
Or ability or items that prevent switching?

Well, there's Misdreavus and (if you intend on buying D/P) Mismagius, off the top of my head. I know they learn Mean Look, and I'm pretty sure Misdreavus learns Perish Song.
I do, however, know of a competitive term "Perish-Trapper" (well, I'm pretty sure at least), self-explanatory. Traps the opponent and uses Perish Song. However, I can't remember any Pokemon that's capable of that other than Misdreavus and its evolution.

You could always use a Baton Passer with Mean Look/a trapping move and baton pass to a Perish Song poke. Ariados with Spider Web Baton Passing to a Politoed or such.
Also, Smeargle can do it on his own. But then again, Smeargle can do everything so...

umbreon can do the mean look and baton pass to a perish song user. he can also confuse the foe before baton passing. alternatively, you can just use perish song and then switch to someone with a natural trapping ability like dugtrio or even wobbuffet if you use him.
gengar is capable of using perish song, mean look, and hypnosis. also confuse ray if you dont mind risking no attacking moves.
