In R/S I think you get one for completing the Master Rank contest the second time, and you get one in the Abandoned ship.
And in FRLG you show Lady Selphy pokemon (like Bill's Grandfather in GSC) and she will give you a Luxary Ball (You may also get Stardust, Star Piece, Pearl, Big Pearl and Nugget)

And I think the ball makes the pokemon like you more than when you catch it in a normal ball .
