Could it be Togetic?
It has wings, but cannot fly, nor has the flying type.
It can use Metronome. I dont know how that applies to the first clue, but, meh.
It looks out of order.

I think Shuckle-rock$ got this, especially with the first clue explained by several Pokedex entries:
"The dustlike scales covering its wings are color-coded to indicate the kinds of poison it has."
"The powder on its wings is poisonous if it is dark in hue. If it is light in hue, it causes paralysis."

Well...this is awkward. If you mean the move Fly, I checked both Bulbapedia and Psydex and both claims Togetic can learn HM02 Fly in GSC.
However, if "fly" have some figurative meaning I really can't argue anymore.

I'm having a little bit of trouble decoding which one is wrong, but here are two Pokemon for you. The first clue is the false one, which suggests Walrein (close to its actual counterpart in name and form), which evolves from Sealeo (a sea lion).

The third clue suggests that it is Dewgong, which is also a sea lion, because it is the one with the retread in "recent" games.

Dewgong is my guess.

I see your logic, but when I say "recent", I mean 5th gen. Think about the first pokemon you meet in BW. One of these pokemon have a line that is a bit of a retread on the real pokemon. The original line and the retread are not the same type, however.

It has like the most creative name ever! </sarcasm> It's design is simply a lioness with some Indian gem etched in its forehead.
The second line seems to be the misleading one.
What got me thinking about it is Liepard, also a two-staged feline (with the 1st stage a domestic cat and the 2nd a "big cat") found quite early in the game.

Suicune? It is a dog, LEGENDARY dog, at that. Water type, and runs very fast. Oh, and the fake pokemon was Venusaur!
Oh the weasel is an inside joke between me and one of my non-pokemon friends when he asked why am I fighting with a weasel when I had my Lucario out. And I'm not THAT crazy, SL!

While the answer is Suicune, as Samurott said, but it is not a canine in any way.

Raikou, Suicune, and Entei are the Legendary BEASTS, not dogs. They are all based off of big cats.

Raikou is based off of a tiger, Entei is based off of a lion, and Suicune is based off of a cheetah/leopard.

DragoBoy got the next round!

- Sound barrier-breaking speed = "Raikou embodies the speed of lightning"...which we all know is faster than sound
- Brings rain = One of the few non-Water-types to learn Rain Dance via leveling up, it even has a portable rain cloud on its back!
- Frightening and frustrating roar = "Its roars...sound like crashing thunder." Plus the roaming beast Roaring you out - that's got to annoying and frustrating, especially in FRLG!
- Bone-breaking crunch = Just look at those fangs. Imagine two razor-sharp sabers being struck into your- (Blurgh! I-I feel queasy...)
- 'Canine' = 'Nuff said

And because of that I'm going to guess Cleffa {cleffa} - a Gen II Pokemon that makes its home in the Gen I Mt. Moon (Not really) and relates to the alien part.
