Celebi's wounds begin to close in on themselves as Jirachi converts nonessential metals and anything he can absorb from the air into a potent toxin. He fires the Toxic at the Celebi, whom at point-blank range she is incapable of avoiding in time while maintaining recover. She is hit head-on, and the poison begins to soak into the bloodstream. (Badly poisoned)
Meanwhile, Latios flies in Blissey's direction, as Blissey leaps out of the tree, wagging it's fingers with a joyful expression on it's face. (I assumed that you're using Luster Purge on Blissey, as Jirachi will not be affected by blindness - It's asleep for a thousand years and can fight while asleep, like Abra) Blissey enters a trance and starts dancing, and a storm of feathers appear around her. Latios releases a fan of intense light from his mind just as the feathers fly towards him - The result is that Blissey, who's eyes are still half open during the metronome trance, were hit by the Luster Purge full blast and blinded, and became slightly disoriented. (Blinded, about 10-13% mental damage) Latios was hit by the feathers full force, and as each feather made it's mark the muscles seem to weaken, to where they are about half as strong as they were before.

The battlefield's sky becomes a stormy green-grey. The temperature begins to drop (From 70 - 68 degrees, progressive drop), the wind picks up (Breezy 10 MPH to about 20 and rising), and a monsoonal downpour drenches the entire battlefield. The grassland rapidly turns muddy.
Raikou focuses his energy on making a cute little dollie of himself. Unfortunately Deoxys is much faster, and so dashes at Raikou with his Extremespeed before he even knew what was going on. Latias seems completely oblivious to the sudden storm as she takes up a meditative stance. Kyogre, on the other hand, though it's hard to recognize his face, you just know that feeling of satisfaction he's got over him. He gives one flap of his wings/fins and lightning bolts impact Latias.
Deoxys slams into Raikou with Extremespeed before the grassland becomes muddy, with his immense natural speed and attack impacting Raikou for quite a considerable amount of damage. (55-60% external + 25% for substitute) Despite his injuries, Raikou successfully makes a substitute in the safest location he can think of, directly behind Krogre. Latias, now in a much extended control of her mind, successfully isolates most of the electrical current and prevents paralysis from taking hold. (18-21% damage)
A note on substitute: A pokemon puts part of their life force into the substitute when creating it. Because the pokemon making the substitute is directly connected to it, it can absorb energy from it if his body is damaged. The substitute must be destroyed before the pokemon making it can fall.

Blissey, let that flamethrower lose! (it will go flying in all directions, jirichi high in the sky has a good chance of dodging)

If we're using this logic, then you can't recall Raichu. Sand Tomb entraps the opponent. And since, for example, Mean Look works in the anime, I'm guessing you can't recall Raichu.
Also, would it be fair if I went first next time?
Okay, two versions, whether StevensNightmare chooses if Sand Tomb traps or not.
If it doesn't:
Assuming the Sacred Fire is still flying towards Sneasel, lol it might at least dissipate the blizzard.
Flygon, use Silver Wind to try and at least dissipate that attack! If it breaks through, use it on Sneasel if Ho-oh doesn't barbecue it, if not then at least use it to whip up some cover (i.e. whip the sand up in the middle to make a distraction).
Ho-oh, keep aiming Sacred Fire towards that Sneasel! (If I'm allowed to attack again seeing as it never hit, if not then ignore this) Then use Ancientpower on Articuno!
If it does:
Same thing with Flygon.
Ho-oh: Still Sacred Fire (duh). (again, if I am allowed to attack again) Use Swift to attack Raichu!

Basically, I took into consideration that you gave multiple commands in a short period of time (Which may confuse some pokemon - Your Flygon handled it quite well), and conditions the pokemon was in. At that point, your Flygon was both diverting the electricity and was dealing with a minor case of frostbite, both distracting from the full attack. The Sand Tomb is still there for four more turns, which can be reinforced within that time.

Go slaking use skill swap on mewtwo.Im guessing every 2 turns mewtwo slacks off becouse that is slaking's trait.Now rayquaza Use a big protect to protect both you and slaking!

I returned my raichu and sent out articuno. just to let you know.
Articuno use sky attack and direct it into the air!
Sneasel jump just above the sky attack and use ice beam and direct it towards Ho-oh!

Um... okay, I realize it's not specified in the rules, but shouldn't the pokemon only be allowed to use moves that they can Actually Learn? And how is it mildly fair to let Protect cover multiple pokemon? If that's allowed, then you can just have two pokemon switch off using protect and attacking, and be invincible. Not to mention that you just used Hyper Beam last turn. Sorry if I sound angry, it just seems like I'm playing by a different set of rules than abou222 is.
After finding the Skill Swap thing, I took a look at abou222's full team, and found this:

Slaking does get Slack-Off, which is a recovery move, but not Skill Swap.
And, um, highlighting abou's items - heal bell - what does that do? Thats a move, not an item.

Ok ill just take off those moves and those items so back to battle.ok slaking grap onto raywuaza both now rayquaza get up and carry slaking now slaking fullstrength hyperbeam. now rayquaza combinde that hyperbeam with a falemthrower!
