Giga Impact isn't good. Which type of Hidden Power are you shooting for? Ice Beam is normally better unless you have a Hailer on your team or you fight in the ice areas of the game.

Try this:

Nature: Modest
EVs: 252 Hp & Sp. Atk
Item: Occa/Chople berry
Moves:
~Fake Tears/Attract
~Ice Beam/Blizzard(If you're using a Hail Team)
~Shaow Ball/Hp (Fighting/Electric)
~Wish
