It depends on the rest of your team as to which would fit better. Porygon-Z has a much higher SpA, but lower speed - although you can give it Scarf to make up for that. Froslass has good Spd, but low Atk/SpA - it's really useful for Dbonding.

However, judging by your pokemon's stats, they are untrained, so I would suggest that you retrain pokemon. Remember, over WFC pokemon's levels are raised to lv100...so you don't necessarily have to train to lv100, but just EV train. The pokemon you have now are really only good for in-game.

BTW, Porygon-Z should have Tbolt > Zap Cannon, and Froslass should be more like

Froslass @ Focus Sash
Twave
Dbond
Ice Beam
Tbolt/Shadow Ball (double STAB or BoltBeam - your pick)

Do you bother to train EVs and get correct IVs and Natures? Cos I can tell you your Froslass is gonna be quite useless...a Brave nature one with 217 Speed is like almost the worst it can get to. Same goes for Porygon-Z...why use a Docile one when you are using it as a 100% Special Sweeper?
You should have something like this if you wanna battle well:

{froslass}
Nature: Timid
Item: Focus Sash
EVs: 252 in Spd & Sp. Atk
IVs: 31 in Spd is a Must
Moves:
~Destiny Bond
~Ice Beam
~Thunderbolt
~Shadow Ball

{porygon-z}
Nature: Modest
Item: Life Orb
EVs: 252 Spd/Hp, 252 in Sp. Atk
IVs: 31 in Spd is a Must and make sure your Porygon-Z's Sp. Atk isn't too crapy either.
Moves:
~Tri Attack
~Ice Beam
~Thunderbolt
~Agility

or

Nature: Modest/Timid
Item: Salac Berry
EVs: 252 in Spd and Sp. Atk
IVs: Again Speed must be as high as possible.
Moves:
~Endure
~Nasty Plot
~Tri Attack
~Thunderbolt

For Z I would use:

@ Leftovers | Timid/Modest
Ability: Adaptability
EV: 252 Spd, 252 Sp Atk, 6 HP
IVs: 31 Spd/Sp Atk, if you want go with 31 HP
-Tri Atk
-Nasty Plot
-Dark Pulse/Ice Beam/Tbolt
-Hyper Beam/Choice of the other two remaining

With your ability and in combo with Nasty Plot, you can do some serious damage with Tri Attack. Now with Hyper Beam you can also do some fatal damage with, but if your opponent switches to a Fighting or Fighting-move user, then just fill in with Ice Beam and Dark Pulse or maybe even T-bolt for more coverage.

Here is my Porygon-Z:

Nature: Modest
Item: Leftovers
EVs: 252 Special Attack, 4 HP, 242 Speed
IV: HP - 30
Attack - 19
Defense - 31
Special Attack - 20
Special Defense - 31
Speed - 11
Moveset:
Zap Cannon
Signal Beam
Recover
Lock-On

I have had it die in the Battle Tower, I think once in about 40 fights. Anyways Zap Cannon is incredably destructive when teamed with Porygon-Z's high Special Attack and Lock On. For ground types, there is Signal Beam. The only pokemon that can stop it due to Type immunity AND resistance are ground types with a second as either poison, fighting, flying, fire, or steel, and there are only 7 pokemon that exist with those types.

I strongly recommend the set-up I have picked for it becase it has the speed to match and beat almost all Fighting pokemon, the only real threat to it. The pokemon that might give you a problem are Primeape, Infernape, and Lucario. If you want, you could give it a Focus Sash to ensure that they can't off Porygon-Z before you can get a final hit in. If you do choose my set-up, you may want to try and get a Porygon-Z with better IVs in Special Attack and Speed.
