Provide statistics of what portion it kills, because I'm guessing you just plucked that figure out of the air, and I'm not all that convinced it takes out the main problem that most Pokemon face: Walls. The above Pokemon are all going to switch into Linoone the moment they see it, so unless you're good with predicting and try Shadow Claw (and end up doing even less to the opponents' switched in Skarm) then this set won't work as well as you hope.
Oh, and Extremespeed is better (NYPC, ftw )

A nice set, but as already said, 'zard is the best Belly Sweeper there is in the game.
Actually, Linoone's Gluttony should activate Salac at 50%, I believe. Despite that, nothing's gonna switch out of Linoone, and will likely KO you at 50% anyway.
EDIT: Just found out Pickup was specifically there in the moveset. IN that case, this one just stinks worse.

And i Killed some using this set...
And about the Flail part,
I wrote...Assuming they don't resist Normal types moves...
(Like Ghost,Steels,Rocks...),
for example an snorlax max on Hp an Def...recieves 773 on minimum damage!
An max Hp and Def Swampert recieves 647(no curses) on minimum and 437 after 1 curse...
And about skarmory if he has max Hp and Def i can take about...238(on minimum) of his 334 HP...
Enough to 2hko him or OHKO him with a Critical Hit...
So it isn't so weak as you people says...
And is better,nobody say it isn't...
but he face the same problems does...

Actually, if I remember right, Pokemon who gained a new ability in D/P have a 50% chance of the ability changing to the new one when transferred. (e.g. Spheal may have Thick Fat changed to Ice Body).
I'm not completely sure on that though.

i was just looking at togekiss's stats and looked at his attack mixed with hustle and noticed that it is the same as his special attack...an arial ace takes no effect from hustle and extreme speed STAB 80% accuracy is still great...and aura sphere takes nothing from hustle either...how does that sound

Thunderwave and Extremespeed seems a bit redundant. And without CB, Hustle-Kiss won't damage as much as you would want it to if were going to focus on special attacks. Simply put, unboosted attacks, including STAB and Hustle, won't get that far with a 218 attack stat X_x
Other than Thunderwave, that's a Togekiss that I might look forward to testing as well.

Luxray is just an invitation for Ground types and Electivire to jump in, so Thunderwave might be a bit useless. Also, a bulky EV spread wouldn't save itself from any Earthquakes since its defenses are below average nonetheless.

I'm thinking of making a Persian, how well do you think this moveset will work?
+Spd -Atk nature @ Wide lens. Limber
252 Spd 252S.Atk
-Hypnosis
-Roar
-Nasty plot/Fake out
-Dream eater/T-bolt
Basic plan is to hypnosis then roar each of the opponents pokes to bring a large portion of his team to sleep. if hypnosis misses use dream eater to recover damage once they are asleep. Nasty plot to up Dream eater's power.

This one is my lead for Shoddy, and with that set (and, notably, with that EVs Spread), I can tell you this: He is good.
Except for Roar, it looks like the all-normal Scarf/Band set, and that's exactly what I wanted to avoid. Being of the Choice Family means that your boost restricts you and turns you into a counterable machine waiting to be walled by something that will make fun of your struggles, like Heatran @ Fire Fang, Electivire @ Spark or Walrein @ Ice Fang.
Luxray is rather of my liking than Electivire or Magnezone for an electric type because it's a good Intimidate Leader, packs physical Boltbeam and is a phaser for all those pesky BP Chains and Wobbuffet leads, all in one!
I play against OU, my friends, and using BL/UU pokes like this is so much fun, it's easier than I thought in first place... and well, I'm proud of my pokes, they've demostrated they are all worth using... even Ledian

many competative battling play with sleep clause, it's a standard rule...persian is no where near sturdy enough to handle roar, so that should be taken out....fake out is a great attack, especaialy with technician and STAB...dream eater has become a horrible move now...now that you can only put one thing asleep at a time, and also the person can just switch out and dream eater would be useless...the Nasty plot Thunderbolt seems very well as well...and you can add power gem, and get rid of roar...

Wouldn't STAB return be better than EQ? Blissey is slow so she'll never get the flinch on rock slide but I can see the use on those 4x weak. Also perhaps a Muscle band/Silk scarf would help her attack

Actually, max +Attack Machamp will have shave about half of Bibarel's HP should it get a Defense Curl in. However, I don't see this working nonetheless because it sorely lacks some kind of attacking power. This could and would work in the lower tiers though, but it ain't going to counter much due to the lack of attack.
If Bibarel gets in an Amnesia, don't even think of trying to hit it with Grass Knots and Thunderbolts: +4 special defense is nothing to laugh at.

Knowing people's hatred for this poke I often wondered if they would backhand him off w/ a mild hit due to him being "patethic" To which the wall could be set up. Or be "KILL" and do their best to overkill him quickly for lols. The latter mindset would not make him a good wall.

Sludge Bomb
Come in and either sleep powder or leech seed, then hit them with leaf storm and switch out
The petaya berry can have a very interesting situational circumstance, Leaf storm + petaya berry +Overgrow=A very powerful attack.
Sludge bomb is there for additional STAB and to hit other grass types who are immune to leech seed

If you have tons of Defense,why would you want to use Petaya Berry+Overgrow?
The point isn't to make him bulky,so he won't go down easily?
Why would you want i item that only works when you about to die?
(When you don't have speed to abuse it...a little tip:don't use petaya berry if you don't outspeed at least ...)
Better take off some Special Attack and put some Evs on HP...
Oh and his better Special attack beside Stabed moves is Hidden Power...
He is better off with Leftovers...
Leaf Storm?
Isn't it that Grass type move that works like Overheat ?

...And poison is bad offensive type... Many things are resistent and 2 are immune...
You will be pwned by sandstorm teams and even some Steel pokes ...

Suprisingly enough...looking at damage calc...you only need an attack nature Sceptile to 2HKO a blissey with focus Punch, and OHKO a gyrados with Thunder punch, however with gyrados though...gyrados CANNOT intimidate you..otherwise it's jsut a 2HKO on him with thunderpunch... dragon pulse is just there for another good special move...leaf storm is really murderous on sceptile and after substitute brings your HP down the berry will activate and also OVERGROW ability..which will raisse leaf storm's attack to an extreme level...the major problem with this set which is the problem with every other sub set, is that sandstream is too common and hail...so yeah ignore those factors for this one...
