In this case I don't think he was godmodding, but it's up to whoever's in charge of this RP to decide if he should be let into the RP.

The police turned to the rocket in the corner.
"LY!" screamed Crystal as she jumped in front of her trainer.
"We're not afraid to shoot" said the policwoman.
"CRYSTAL!" screamed Johnny.
Johnny tossed out Metapod in front of Crystal.
"Metapod keep using harden just in case they tried to shoot!"

Cyndi, fearing for the lil' fella, shouted, "Fluffs, Safeguard, then Move Laaa~~~!" Fluffs took the hint, first used Safeguard, then Sing to lull everyone to sleep save Johnny, Cyndi, the Pokemon, someone who had just came in who looked vaguely familiar to Cyndi, and the other guy who Johnny had met with the Umbreon.
"Zzz...." the police muttered, then leaned on each other, and the Rocket started humming in her sleep.
"What these people do when theyre at home is one thing I do not want to know." Cyndi looked grossed out.

"She already decided she wanted to go with Rocket, but that Rocket's getting ready to be locked away. JUst a personal opinion, I think we should be her caretaker while the Rocket is in jail."
Johnny looked at Cyndi to see what she thought of the idea.

Cyndi said, "Good idea. We should." The Sneasel looked at her with sorrowful eyes, and nodded serenely.
Cyndi turned to the boy who had just commanded a Nincada to use Harden, and said, "Dont I know you from somewhere?"
