Most people make Banners in Photoshop on here and most people use Paint Programs or Picture Editors to make Sprites.

how do u make moving sigs and stuff

They are called Animated Gifs, you need a program called a GIF Animator to make them, basically the Animator plays the frames (pictures) you put in it (Like a movie or a cartoon). If you want a glowing one like mine, feel free to request one in the Graphics Section.

Hey RL where can you get one of those animator thingys?

I think the GIMP 2.0 thing is an animator, it's the only free one I can think right now, maybe you could search for another if GIMP doesn't work.

EDIT: Personally I like Paint better for an editor, though GIMP also works as an Animator.
