I will go by this patern:
-Region name
-Starter city name
-The name of the three starters and their evolutions
-City/Town/Island/Whatever name:-badge name
-Gym leader name:
-1# pokemon,type,Lv.
-2# pokemon,type,Lv.
-3# pokemon,type,Lv.
-You can also write a little info about the gym leader,and make up as many gyms as you want (try it not to be over 10 gyms).You can make up new pokemon for the gym leaders to use(detail not needed-just a little description).
-Be inventive and have fun!
