The only way to get an Equas is to breed a Plusle with a Minun, both must be holding an Equalizer.
The Equas species died out long ago, they were part of an empire full of Equases. This is their powerful ruler, Nuutro:

The only way to get a Nuutro is to have at least 3 Equases in your party and go to the Nuutro Shrine (he was imprisoned there by Arceus, there will be a story on that in the Fan Fiction forum real soon) at the center of the Equas Ruins. Insert the Summoning Key (event item) into the shrine and a battle starts with a lvl 80 Nuutro.
