 Blotchy on Paint

Is there anyway of stopping this blotchy outline when using Sugimori pictures on MS Paint?

Well, seems like you've already got rid of draw opaque, this happens a lot. You'll have to do it pixel for pixel.

Not really. MS Paint doesn't use antialiasing, a fancy way of saying smooth (non-pixely) outlines or layers. There are a couple of things you can do to help, though. The first is just use a white background or white-backgrounded boxes for your sugimori images in signatures or avatars. The second, and more effective, is like Rubypoke mentioned: go through and draw in an outline by hand, and erasing any white bits that fall outside it:

This effectively lets you work with a non-pixel image as a pixel image, because it has a pixeled outline.

Or you could get a program that allows for antialiasing, like Gimp, which is free.

or you could use the eraser tool and go around it and erase the outline

Thanks very much for the help. I as it happens do have Gimp but am unsure how to use it to get the outline away. If you could tell/show me how that would be great.

But people, there IS a way!

On PE2K's Sugimori Art section, if you're using Firefox, copy and paste the image onto Paint with white as both left and right click. Fill in the black background of the Pokemon with white and there'll be a black outline, no blotchy bits.
