There are two ways to take care of that problem.
The first one is to have the gamertag that downloaded all that stuff signed in when you want to play something on your new gamertag. Do note though when you do it this way, you HAVE to be connected to XBox Live.
The other way, which is more effective in the long run is to do a license transfer. To do this, you'll want to go to the following page: http://www.xbox.com/en-US/support/syste ... migration/
..Now when you go there, make sure you sign into the gamertag that owns all the content. You'll want to go down to where it says "Start the license transfer now". From there on, it'll tell you what else you need to do. When that's all said and done, the last step is to sign on to Xbox Live with the gamertag that has all the content on it on the 360, hit the guide button, go all the way to the right and go to Account Management. From there, select Download History. Now what you need to do is select everything in there and go to "download again".
When you do all that, you'll be able to play anything you downloaded on any gamertag, even offline, as long as you're playing them on that specific Xbox.
