As already mentioned, in RBY there were no genders, and the English translators called it Mr. Mime. When genders came about, they failed to or decided not to make Mr. Mime solely male, hence the discrepancy.

That's simply all there is to it.

Misdreavus does come from the word Mischievous and some other word. It doesn't mean "Miss". And I guess the fact that female Mr. Mimes exist is an oversight on Nintendo's part, like Amphy said. There's not really much room for discussion :?
