I was thinking about creating an app for Android powered devices that would allow someone to access the tutorials (Black & White, HeartGold & SoulSilver etc) and some other content without access to the internet.
However, I was wondering if anyone would actually use it. All comments are appreciated. If enough of them are positive, I might attempt to make one.

I think my mom is the only person other than you that actually uses an Android Phone over an IPhone. And she doesn't like Pokemon.

An app would work better with a database sytle IMO, the Psydex in an app would be great but all that info would make it quite big! Unless you streamlined it with just the most looked up areas, maybe; level up moves, TM/HMs, locations, egg groups and base stats.

If it was for the iPhone, I would be all over that. I've wanted one for a long time, it'd be amazing. I wouldn't have to connect to Psypokes everytime. It'd be awesome.

Well, I guess you could make one if you had legal permission from the Psypoke Administrators. The only thing is, if there is going to be a Psypoke Walkthrough App, I would guess it would be made by one of the Admins.

An iPhone app would be great. I Googled how do you do it and it didn't turn to be hard. Though you need somone with at least basic website formatting skills.
