Is there any rates of stealing with thiefs? IF enemy got item, shouild it steal on first thief-hit? or is it kinda only a 5% chance of stealing.. etc?

If the pokemon has an Item, then Thief takes the item. Assuming your pokemon isn't holding one it'self.

If an opponent uses it on you though, you still get the item back after the battle.
