The two best "evil leaders" in Pokemon in my opinion are Giovanni and Cyrus.

Giovanni fits the "mafia boss" stereotype, he acts more the business man than a thug, but that doesn't mean he won't do anything to get what he wants. He's cold, deceptive, and ruthless. He is THE bad guy, nobody ****s with Giovanni and gets away with it, he'll probably end up stealing your Pokemon and have you swimming with the Magikarps by the end of the day. If Giovanni decides to mess with you, you deal with it, there's no point in reporting it to the cops, because this methodical crook probably has all the cops in Kanto and Johto in his payroll. I don't know if we'll ever know what got Giovanni on the track of evil, if we do find out, it'll probably prove to make Giovanni look like a deceptive ******* from the start.

For lack of a better example, you can compare Giovanni to the dragon Nicol Bolas from Magic: the Gathering, he's just plain evil, why does he try to destroy entire worlds and do whatever he wants? Because he's Nicol Bolas and he ****ing can.

Now, Cyrus is the second worst bad guy, and that's because he's strikes me as the guy who thinks he's doing the right thing, and that is the worst kind of bad guy. If someone is firmly under the impression that destroying the world or killing someone is the good thing to do, you know this guy needs help. In the end, I suppose that means this character is more "human" than the rest of these heartless crooks, but that doesn't mean he's a good man. He wants to destroy the universe and recreate it in his own image, in order to stop conflict and pain.

You can easily compare Cyrus to Nagato (or Pain, as most people probably know him as) from Naruto, Pain is destroying and amassing all of the Tailed Beasts for one reason, to try and stop conflict and pain under a false sense of peace.

Cyrus was pure fail. Giovanni had realistic goals, and actually did evil crap. What did Cyrus do? Lock up three legendary pokemon?? that's not evil.... his ideas were evil, but he himself was pure fail. Giovanni was also a more complete character, with a son; at the end of RBY/FRLG, he seemed to show remorse. Overall, Cyrus sucks, and most of the other "evil" guys on that poll list also suck. Just my opinion.

but people forget grenvill it is not just stealing pokemon everyone does it but but team stagem does it the best but grenvill took those stolen pokemon and made them war machines WAR MACHINES OF POKEMON that is just scary like what if a metagross and tyranitar just came walking down the street killing everything in their path plus there are not just one but two teams ravaging the reigon plus the towns are quite spread out with most of them being in the middly of nowhare leaving very little opposition ever plus just to say he had the 3 dogs and lugia under his control as well as a whole town and started the massive tower in the middle of the reigon
he was the mayor the mayor not the butler but the mayor of another town which he might as well have controlled galactic, rocket, or any other team cant compare that to giovoni was a gym leader thats it
that is evily smart

Giovanni, he's the one who created Mewtwo, he's the one who makes people in Celadon waste their money on casino, he's the one with a good start, as a gym leader. And his style just like Al Capone without murders.

Then, Cyrus. His ideology was something that people aware to, destroy the universe and make another universe then rule the new universe was a little hard to do, but if it success, it will make good benefits for him.

Yeah, i'm also think that he was Pokemon's "Nagato".
