Hi.
I HAVE read the guide on www.psypokes.com.
But I still don't understand how they work and what they exactly are.
Please help me to understand. And please make it easy.

Well, whenever you get a pokemon (or at certain times for running legends) the pokemon's IVs/DVs (same thing) are randomly set. There is an IV for each stat. Each IV is from 0-31, which adds that amount of points to the pokemon's stats at lvl 100.
IVs are also used to calculate Hidden Power type and damage (see the Psypokes calculator).
When you breed pokemon, the baby will inherit 3 IVs (randomly chosen) from its parents.

Does that mean that the DVs only will have an effect when the pokémon reaches level 100?

They have affects. You can even on level 5 see bit of IV:s. Like I have Adamant Larvitar with 13 Att. Another has 12. After testing i realize, that the pokemon with 13 Att has 29 Att IV but the another one has 17. So in small levels, small affect, in level 100; the effect can be 31 statpoints. That's why people breed, they want Pokemon with good IV:s. I have a guide to advanced breeding which explains the thing but I still haven't got answer can I put my guide to public...

I guess I wasn't very clear...what I meant was that the boost is lessened the lower the level it is - only at near lvl 100 will the full 31 points be added.
HP = (2*base + IV + EV/4 + 100) * level/100 + 10
stat = (2*base + IV + EV/4 ) * naturevalue * level/100 + 5

So, 0 IV = 0 pts extra pts added, while 31 IV = 31 pts added. Cool, that makes it clearer.
Koipen, I'd like to see your guide.
Snowball: I'd like to comment on the IV guide. It explains what IVs are, but it doesn't tell exactly how they affect the stats (How many pts). After looking at it again, it seems that one would have to look at the chart to figure it out, but people who are new or aren't too familiar with the percents and decimals and the various factors of natures and how each one works will be totally lost.
I propose that if one was to go about cleaning it up, that one needs to tell upfront how many points are added. I used to think that the IVs were multipliers, or some form of ratios, which dictated the chance at which points were added during level-up. I thought it was like Fire Emblem and its rng system (Ex: Swordmasters had a high chance of speed and skill getting points during level-up, while their attack stat had a lower chance of developing).
Part of the confusion comes from the example as well, where things should make more sense after reading the chart. Instead of using a neutral-natured pokemon, where a pattern is apparent, you used one that required extra knowledge, such as "multiply by 1.1 if there's a positive nature", which the reader may not know. Add stuff like that before or after the chart in asterics or something.
