After all, 95 base power isn't exactly weak, but 100% accuracy guarantees you'll get your hit in. Especially for sweepers, which can't take too many hits.

After 95 Base Damage, a move's worth stops going up as much and, if anything, goes down because of the usual low PP and low Accuracy that come along with it; Ice Beam will always be preferable to Blizzard.

Well, there are always going to be exceptions. Kyogre and Thunder for example.

Personally, I prefer the lower damage higher accuracy attacks on the whole but on something less powerful, an accuracy boosting item and higher strength attack would be more useful e.g. Minun @ Wide Lens, Thunder etc.

You can't make an overall judgement as there will always be times - and alot more than 2 or 3 - when higher power will help but again when higher accuracy is better. It's like comparing two pokemon and saying which one is more useful. Yes the stats of one may be better, but there are lots of other factors to consider like abilities and movepools.

I definitely perfer accuracy over power. There's no use in using a move if you can't deal damage so easily.

Unless you have something like a Thunderdancer or Sunnybeamer (or Abomasnow), accuracy is generally preferable.

Think of it this way:

Hydro Pump: 120 * 5 = 600 (acc 80)
Blizzard: 120 * 5 = 600 (acc 70)
Fire Blast: 120 * 5 = 600 (acc 80?)
Thunder: 120 * 10 = 1200 (acc 70)
Solarbeam: 120 * 10 = 1200 (acc 100, has a 1st turn delay)
Focus Blast = 120 * 5 = 600 (acc 70)

Flamethrower: 95 * 15 = 1425 (acc 100)
Leaf Blade: 90 * 15 = 1350 (acc 100)
Thunderbolt: 95 * 15 = 1425 (acc 100)
Ice Beam: 95 * 10 = 950 (acc 100)
Psychic: 90 * 10 = 900 (acc 100)

The first number is the BP, the second is the PP. The product is how much power you get out of it (if STAB doesn't apply). As is seen above, the lower power moves usually have higher overall potential due to increased PP, and don't involve the risk of missing. Generally accuracy is preferred over power. (Focus Blast is only preferred due to its advantage over Dark and Steel, and Thunder etc. should only be used in favorable weather.)
Using those factors, make your own decision.

XD

I completely forgot about Abomasnow! Alrighty, then; in most cases, Ice Beam is preferable to Blizzard.
