who should i teach this to? and for what move?

{charizard} L40
slash
fire fang
ember
dragon rage

{blaziken} L37
scratch
peck
quick attack
ember

{heatran} L 97
flamethrower
lava plume
magma storm
earth power

(if u have any other pokemon that would go well with overheat, plz say so)

Blaziken. It has good Special Attack and great Attack, but it only really needs Attack, so you can afford to waste it's SpcAtk stat on Overheat once. Although, they'd ALL be better off without Overheat.

For me, I think {charizard} is better. It doesn't need ember.

Why does it seem that you are insisting on using the move Overheat? Moves like Flamethrower are actually more feasible since they don't reduce your Special Attack.

About your other suggestions, I rather choose either Houndoom or Magmortar and either one needs Sunny Day to boost Overheat even more.

basically what you need for a good Overheat (for Fire-types / STAB) is Sunny Day + White Herb and if possible,
Solarbeam.

flamethrower is probably the most affective and accurate fire move in the game
fire fang-weak
fire blast-inaccurate
ember-WEEEEAK
overheat-Weakens spcl.attk every use
flamethrower-powerful,accurate,and when used properly a very deadly move with the exception of water

Only as inaccurate as Megahorn. In fact, that's like saying Heracross should use X-Scissor over Megahorn.

I use Overheat on my Growthtran Heatran, and a Specs Moltres in BL.
