Well, on Route 210, there is Granny Wilma, who teaches any dragon type Draco Meteor. ONLY if it has max happiness. A woman (Somewhere in the Areas.) who teaches any fully evolved Starter the elemental Hyper Beams, only with max happiness. |

or if you're looking for the Move Relearner, which teaches moves your pokemon can learn by lvl up but forgot, it's in Pastoria City, cost 1 Heart Scale. (see my NPC Guide) |
