Okay, so I was looking for Chancey, and everytime I found one it fled. So finally I got really mad. I found one and I threw bait at it and it ran away instantly. I was furious, so I found another one and threw a rock at it. It didn't run! I started laughing and threw another rock at it and it still didn't run. I threw a ball and it worked no problem.
Did the game get mixed up? Bait is supposed to make the pokemon stay, not flee

If you feed it bait it is more likely to flee but easier to catch and if you throw a rock it is less likely to flee but harder to catch.

One guy in the safari zone said something very odd, if I remember correctly, he said that they both make it easier to catch, rocks make them run away more easily too, and bait makes them much more likely to flee after they finish eating
But maybe I am wrong
p.s. It is probably fluke - rare pokémon usually run on the first turn, and I had one Bibarel that I threw quite literally about 50 rocks at, but it just would not flee
