please help, I don't succeed to make poffins level 23 or higher...

Use Micle Berries. A good blender can easily get Lv. 40+ Poffins (my highest alone is 43).

Get someone here to trade you one, and then just grow them yourself. You can get up to five berries per plant, giving you 4 good Poffins per harvest.
