I was trying to breed togepi en masse and although the guide on this site says that the trigger to activate the chance to have a pokemon occurs every 256 steps, I ended up finding my second one 146 steps after the first. Also, the first one took 1969 steps to hatch with Magcargo in front when so it should have taken closer to 1280 due to Flame Body. Is my version glitching or is there a reasonable explanation?

IDK what to tell you, I think they might have increased egg hatch times. It always takes me 200-1000 extra steps.
