unexpected moves arent really useful unless you can actually do a bit of damage. ok, you might be able to hurt an aggron, but probably not enough to KO it before he earthquakes you.
I guess u are right that does bring up a valid point but when you talk about a Pokemon as defensive as its to be expected...
anyway
I try using it on Steel types or on as well as
pokes that can take special hits basically but will be powned by Physical ones.

The ONLY reason anyone would use pikachu is the amount of special attack it has after holding a light ball; higher then mewtwo's supposedly. There is no point in using it otherwise, so you should at least evolve it.
You can also get the surfing pikachu you know...

exactly. with such low attack, pikachu couldnt really do much of a dent to even blissey, and certainly not porygon-Z.
with light ball, modest, and max IVs and EVs, pikachu's special attack is 436. this is pretty close to mewtwo who can have 447 (modest, max IVs and EVs). my mewtwo has 445

Surfing pikachu is obtainable in three ways: You can get a sufing pichu in pokemon box, you can get one from a nintendo event, and you can get one from beating pokemon battle revolution.
It comes with surf and holds a light ball. No breeding required.
The only other way to get a light ball is a 5% chance on a wild pikachu.

Ok thanks I may not be able to get a Surfing Pikachu but at least having a light
ball opens up a ton of possibilities.

Got to let you guys know, light ball raises attack now too, so volt tackle would kill a blissey.

are you sure? the description on my light ball (in pearl) says:
An item to be held by PIKACHU. It is a puzzling orb that raises the Sp. Atk stat.
i dont see why it would raise the attack without mentioning it.

Well, I tried to make a team similar to my R/S team, with much disappointment
Milotic w/Shell Bell
Calm
Ice Beam
Aqua Ring
Surf
Mirror Coat
Metagross w/Leftovers
Magnet (anti ground move... forget the name atm)
Hammer Arm
Psychic
Meteor Impact
Torterra
Crunch
Giga Drain
Leaf Storm
Earthquake
Needless to say, when I saw that Recover pp was reduced from 30 to 10... I sobbed. Not much fun left with Milotic... who was still my main pokemon in the set up.
When versing the Battle Tower guy... my Milotic was at half health when I decided to switch it out and his Milotic OHKO'd my Torterra... curse the unforseen Ice Beam. And then Hynotized and Surfed all over my Metagross. My Milotic finished the thing off as well as the rest of the team... yay Dragonite with the x4 damage from Ice Beam!
