What are the "Characteristics" that pokémon have in D/P? For example, my Eevees has "Hates to Lose" and "Likes to fight, Empoleon has "Somewhat of a clown," Arcanine has "Likes to relax," Quilava has "Alert to sounds," and Lucario has "Thoroughly cunning." What do these mean?

It indicates what the Pokémon's highest IV is. Doesn't really mean too much if you have access to a stat calculator online, but it's good to know at a glance.
If you search, I'm pretty sure someone posted a list of what they all mean.
Edit: Fixed. I ment IV, not EV.

But my Empoleon has been "Somewhat of a clown" his whole life, and I'm pretty sure his top EV has jumped around quite a bit because I didn't actually EV train him; do you mean DVs?

it's actually highest IV, not EV.
it also gives a indicator of HOW high that EV is.
as an example, something like "Proud of its Power" indicates a high Attack IV, while "Likes to thrash about" would indicate a weaker attack IV, although that is still it's highest IV.

^Nice, I didn't know it also indicated the degree of the IV's strength. Do you have access to a key that can list which ones mean higher, and which ones mean lower?

^Yes, I've basically memorized which characteristics go with which stat. I just want to know which are the highest, which are the lowest.

My Houndour "loves to eat" and has a HP IV of 31, so I'd say that's highest for HP.
Also, note that if two IVs are the same, the "first" one will be indicated by the Pokemon's characteristic e.g. HP comes first, and Speed last.

No my Dialga likes to thrash about and it's atack IV is 31
