Gallade can learn false swipe, yet it's pre-evolved forms cannot. (Or so the pokedex claims) I know it's because it is one of Gallade's level up moves, but it still seems kind of unfair if one would want to breed the move onto it. Thoughts?

Don't worry about it

Whenever I want/need a move, I check if it's a TM: If it is, I check if there's a way to get more then 1 in the game.

This is likely because of Gallade's form being different from that of the others. Since he has the bladed elbows, he's able to perform various slashing attacks. Ralts, Kirlia, and Gardevoir don't have claws or anything of the sort, and as such don't learn it. Gallade also learns Night Slash, Slash, and Psycho Cut, where Ralts and Kirlia cannot.

It's the same idea as trying to breed moves onto Beldum or Magikarp. They can't learn it, even though their later forms can, so you'd need another TM if it's a TM move.
