 best place too train?

Do their levels ever go above 39, I've fought them 10+ times and their levels have never gone up.
Their levels go up to 55 (56 for the bro-sis double battle) after beating the E4.
Now that I have beatin the E4, I train my putting an exp. share on a guy, then I face them again with Mewtwo, Charzard, Venasaur, and Tyranitar.


Do you know of any trainers that are higher leveled than they, and give Attack or Special Attack EVs?

i always go 7 island at the chansey house against the trainers near the house :D
i traint my mewtwo from 70 to 100
my dragonite from 68 to 100
my miloctic (traded with emerald) from 62 to 100
it's easy training there and you can heal up any time you want !
