Notes: Yes, we know that Wobbuffet (and, for that matter, Wynaut,) are banned pretty much everywhere, but we're just being complete in providing movesets for every Pokemon. As far as EVs go, it's better to just max the Defenses. Maxing HP makes Wobbuffet take, and therefore deal, more damage, but that also means it'll die easier, and if you're cheap enough to use Wobbuffet in the first place, you obviously don't want that to happen.
