Verdict: For a Legendary Pokemon, Articuno has a pretty shallow movepool. The Ice moves are Articuno's only overly useful attacks, but Rest/Reflect can help it stay in the fight and Agility will let it hit first and boost its CH rate. Mimic is preferred because it's potentially more versatile, but Bubblebeam is alright against the rare Fire or another Ice. Really, the only reason to use either is so that Articuno can conserve the PP of his Ice move. (Even Ice Beam hits Rock/Ground Pokemon for more damage than Bubblebeam.) Heck, you might even want to use Blizzard and Ice Beam. Articuno's movepool is seriously that bad.
