Verdict: Jolteon is easily the most useful of the Eeveelutions in RBY. This is primarily because he can paralyze and has a couple of moves from outside his typing. Pin Missile is a bit lol, especially off of Jolteon's low Attack, but it does somewhat counter the Grass Pokemon that will come in to wall you (since Poison is weak against Bug in RBY, four of the six Grass Pokemon in RBY have 4x weaknesses to Bug). Unfortunately, Jolteon has little chance of taking on Grounds in RBY, even through Double Kick or Mimicing something good, but, overall, he isn't a bad choice otherwise.
