Verdict: It is a huge shame that Gyarados' massive Attack stat is wasted on nothing except Hyper Beam, but, luckily, this is RBY and Gyarados can still use Special moves to wear his opponents down for the kill. Thus, Surf, Blizzard and Thunderbolt all get used for the sole reason that they're the only good Special moves that Gyarados gets. Gyarados is fairly limited in RBY (though not as bad as in GSC, thankfully) but he can still dent a few things, and few enemies can shrug off his Hyper Beam.
