Verdict: If you want evidence for how much Bug collectively sucked in RBY, say hello to Pinsir. It has decent stats, especially for a Bug, and it doesn't have the disadvantage of being part Poison, but, unfortunately, it also has absolutely no movepool. Due to learning nothing but Normal and Fighting moves, Pinsir just isn't threatening at all; however, due to a programming error or similar oversight, Seismic Toss can hit Ghost Pokemon in RBY, so it does have access to one move to (most likely unsuccessfully) combat Gengar with. Pinsir looks awesome but, in RBY, his movepool is simply too limited.
