Verdict: Starmie is the same in RBY as ever: fast, versatile, and able to beat down many threats. The real key to Starmie is deciding between Blizzard and Thunderbolt. Blizzard (or Ice Beam, but meh) will be the only thing in Starmie's arsenal that can hit Exeggutor well, whereas Thunderbolt takes care of Slowbro and other Starmies. Surf is another solid STAB move, but it is usually outclassed by Psychic's combination of STAB and a 30% Special drop, and Thunder Wave and Recover are no brainers. Starmie has always been a mainstay and this was no different in the first generation. Its biggest drawback is that it learns too many good moves.
