Verdict: Seadra is cool, but it got absolutely shafted in RBY before evolving into a can opener in later generations. First of all, it's a Water Pokemon, which automatically makes it compete against Starmie, Slowbro and Lapras for a slot on a team. Beyond that, Seadra's stats aren't exactly the best (though it has decent Speed/Special) and it has almost no movepool. Surf and Blizzard are the only attacks it really gets, and the rest is filler. Mimic might get it an attack that can actually damage Water Pokemon, Agility can help his CH rate, and Toxic is out of pure desperation. But hey, he's not as bad as Seaking, at least.
