Verdict: Electrode is the fastest Pokemon in RBY, but its movepool and other stats prevent it from taking full advantage of this. Its main purpose is to paralyze things, since it outruns every other Pokemon in the game, to support its teammates, and to explode once it knows its job is finished. Unfortunately, its Attack is abysmal, so Screech, which raises a flag to your opponent to bring in a Rock or Gengar, is essential. In fact, a Rock/Ground Pokemon, such as Rhydon, counters Electrode completely. It's neat, but far too limited. But it is kind of amazing that it learns 25 attacks even though it's nothing but a big ball.
