Verdict: Hypno is an awesome Pokemon who, compared to the likes of Alakazam and friends, doesn't get the respect he deserves in RBY due to his lower Speed and lack of a recovery move. However, Hypno is a great choice because he still has great Special and much better Defense/HP than most Psychics. Picking up moves like Seismic Toss and Thunder Wave make him even better, and being a Psychic type in RBY already gives him an edge. Hypno becomes even more of a beast when playing RBY with tradeback or NYPC moves eligible: the punches give him versatility while Amnesia puts his destructive power even ahead of Alakazam. Basically, Hypno is a worthy choice for RBY, especially if you're tired of Alakazam.
