Flying-type and Levitate Pokemon are only affected if they switch in while Gravity is in effect, Iron Ball is their held item or they are receiving a Baton PassedIngrain; Steel-type Pokemon and Pokemon who enter with Baton PassedSubstitutes are not affected.
