Verdict: At first glance, Arcanine seems great because he has the third highest overall stat total of all non-Legendary Pokemon in RBY. Unfortunately, Arcanine is still incredibly underwhelming for two main reasons: he is a Fire-type, which is never a good thing, and he has absolutely no movepool to speak of. That beefy 318 Attack stat is wasted on nothing but Body Slam and Hyper Beam, he has no other offensive options except Fire Blast (not even Fire Spin or Flamethrower, unlike most of his bretheren, without tradebacks), and he doesn't even get many supporting moves to help himself out. Hoping for CHs with Agility or boosting Defense with Reflect are his best filler fourth move options. Arcanine is a threat in RBY UU, but he just can't do a lot in Standards.
