Verdict: Ninetales has a neat design, but, alas, it is a Fire-type, and Fires really got the short end of the stick when it came to movepools in RBY. This is demonstrated by Ninetales' wonderful array of STAB and Normal moves. At the very least, it can attempt to parafuse opponents through Body Slam and Confuse Ray, but it still has little offense against its weaknesses, Rocks in particular, other than Dig. The fourth move doesn't really matter since its movepool is so shallow, but Fire Spin will clearly be annoying running off Ninetales' base 100 speed, and you can always snatch something decent from Mimic or boost your Defense with Reflect if you don't like the trapping moves. Ninetales still looks awesome, too.
