Verdict: Thanks to Pikachu being the mascot of the Pokemon franchise, Raichu receives the one move that makes it better than every other Electric in RBY: Surf. Of course, this is only after meeting special requirements in Pokemon Stadium 1. But Surf lets Raichu get around Grounds, whereas most of the other Electrics in RBY are walled by Ground Pokemon so hard that they could cry. Thunderbolt and Thunder Wave are given, and Seismic Toss or Body Slam are really Raichu's only options for damaging Grass opponents (read: mostly Exeggutor).
