Verdict: Blastoise is decidedly average, mainly due to his typing. In RBY, just like in every generation that comes after it, Blastoise is outperformed by many other Water Pokemon, making him seem less useful than he really his. In reality, Blastoise is a sturdy Pokemon with the ability to counter both of his major weaknesses via Blizzard and Earthquake. Unfortunately, the likes of Starmie, Slowbro and Lapras all outshine Blastoise, pushing him down the ranks. But don't be fooled into thinking that Blastoise can't do anything just because he's outclassed some of the best Pokemon in this generation.
